Wrote up https://bugs.launchpad.net/swift/+bug/1843816 to describe the issue; tl;dr is that python's http.client/httplib got more picky about sending only RFC-compliant HTTP requests, but Swift's proxy was happy to accept non-compliant query strings and try to forward them on to backend servers. Fix for master is up at https://review.opendev.org/#/c/681875/, and a backport for pike is up at https://review.opendev.org/#/c/681879/. Once I see passing checks there, I'll propose backports for everyone in between, plus ocata.
