Open Stack

Hi,

As discussed in the release meeting today, I'm requesting an FFE for 
oslo.policy, oslo.privsep, and oslo.service. The latter two are only 
release notes for things that landed late in the cycle, and oslo.policy 
is a small bugfix in sample policy generation.

These should all be backportable if necessary, but for convenience we'd 
like to get them out now.
