If it's a regression, sure. But the bug [1] was opened on 2015-05-22 
which was Liberty and I'm not aware that the behavior has ever been 
different prior to Liberty (save for the parallel requests/race 
condition case). I don't think it's a regression.

That said, if everyone else is cool with changing it without a spec, 
that's fine with me. Either way, someone would have to spend the time 
and do the work.
