conf/placement/flavors. Stephen has at this point simplified the spec
dramatically, reducing it to what may be the smallest possible cohesive
unit of work. Even so, we all agreed that this is ugly and messy and

Action: approve the spec pretty much as is, start slinging code, make
progress, refine as we go.
