I have already added the policy migration topic in PTG etherpad[1] L146,
with spec link. It is planned with deprecation warning and backward compatible
way. I suggested giving the deprecation phase of at least 1 year because these policy
changes are huge and might affect many operators as large.
But not sure if that enough to ask operator feedback if they say NO(i do not think anyone
do not want these improvements).

True, and granular policies are required to implement that 'reader' roles.

This is the target for Train(I could not work on spec in stein), once we land the spec[2],
I can start coding on that.
