[keystone] PTL Non-Candidacy

I appreciate the well wishes, everyone. I won't be going too far and I
plan to keep working on a few things within keystone and OpenStack.

Congratulations to Colleen and thank you for taking up the mantle! As
always, if there is anything you need help with, just ask.
