[KOLLA] DPDK deployed by default?

Hi Manuel,
The Dockerfiles for the openvswitch containers don't explicitly pull in
DPDK packages. There are separate ovsdpdk-* containers which do include
DPDK packages.
Could you check whether DPDK packages are installed, via yum/apt etc?
