Open Stack

Hi all.

Now that we're past spec freeze, Matt suggested I write a report on how
we're doing against our cycle themes. That sounded really tedious and
boring and project-managementy, so I thought I would spread the joy.

Bear with me, this is going to be a little different.

I've created a null review in the nova-specs repository [1]. I'd like us
to use this as a mechanism to collaboratively gather thoughts via review
comments [2]. I've made a start on some bits.
