[nova] [ops] Problems running db sync for nova (Ocata --> Pike)

My understanding (e.g. from #comment 1 of this bug:
https://bugs.launchpad.net/grenade/+bug/1761775) is that --local-cell
updates only the database specified as connection in [database], i.e. not
also the cell0 database
