Open Stack

If we move the api-ref into doc/source, we should follow the example
done by install-guides move: Publish as a single tree to
docs.openstack.org and stop publishing to developer.openstack.org.

If we want to keep publishing to developer.o.o, let's not move - it gets
too complicated,
