Open Stack

Hi all,

Damien (dciabrin on IRC) has always been very active in all HA things in
TripleO and I think it is overdue for him to have core rights on this
topic. So I'd like to propose to give him core permissions on any
HA-related code in TripleO.

Please vote here and in a week or two we can then act on this.
