FWIW the plan was to land this prior to PTG and thanks to Martin,
Emilien and Alex it actually landed on Friday. All Train based TripleO
deployments should default to using an extracted Placement service.

With the initial extraction now landed we should be able to land some of
the cleanups ahead of the PTG. I'll help Piotr rebase these and the
various RDO changes now.

There's additional WIP work to support upgrades from nova-placement in
Stein to an extracted service in Train covered by the above topic. I
don't expect this to be ready by PTG but we will try to have something
running in CI that shows our intent at least.
