It uses LaTeX internally, Sphinx generates LaTeX (and a makefile) and then you compile that into the pdf. The goal is basically to do what I did for Nova 4 years ago [3] (although that has bitrotted quite a bit since then and no longer works) for all projects and add the infrastructure to run and host that as part of docs builds.
