Open Stack

Hi,

It looks like to me (I'm not sure yet...) that neutron-server is
declaring itself as up when it's not. As a consequence, puppet-openstack
just fails on me when doing "neutron net-list" too early and failing.

Could it be possible that the systemd notify is called at the wrong
place? If so, how could this be fixed?
