Jeremy pointed out in IRC that that's not what would happen. So... let
me rephrase that:

In this case, I'm pretty sure that would mean it reduces to just "files:
tests/", but I've never claimed to understand irrelevant-files and I
won't start now.
Anyway, the main point is that Proposal 1 doesn't change the current
behavior which is "everything must match" and Proposal 2 does, meaning
you only get one or the other.
