For normal tempest tests, which owned and maintained by original projects.
I think there were discussions in that PTG QA session about interop tests
should be maintained by QA team.

In the new resolution, we can make sure QA team and project teams will stay
in their obligation to interop testing structure together (isn't that just
like how current tempest plugin structure works).
And allow interop team to focus on interop structure (ideally not the tests
itself).

I agree with Zane, that we really want all 3 teams to contribute to reviews,
 since they each bring different expertise to format this interop structure.
