We are aware of some issues with deploying devstack on Fedora 28, these are being worked on, see https://review.openstack.org/#/q/status:open+project:openstack-dev/devstack+branch:master+topic:uwsgi-f28 If you want a quick solution, you could try deploying on Fedora 27 or Centos 7 instead.
