The long-term goal in nova is to eventually have parity between the 
versioned and unversioned legacy notifications. New notifications are 
all versioned. Nova can be configured to send versioned, unversioned or 
both formats via the "[notifications]notification_format" config option. 
That defaults to sending both formats. Eventually once the other 
openstack services that consume nova's notifications are switched over 
to using the versioned notifications, I think we can deprecate the 
legacy unversioned notifications and drop those from the code (probably 
several years from now at this rate).
