You can run the requirements update manually on your repository, the
README of requirements explains why. That will allow you to see what fails.
Also, you can check the output of the proposal job yourself, go to:
http://zuul.openstack.org/builds.html?job_name=propose-update-requirements
and look at the log files, you should find:
http://logs.openstack.org/c1/c15d9830375196c9a6c0c111073e1148bf192b4b/post/propose-update-requirements/32b7875/job-output.txt.gz#_2018-01-24_01_50_58_527699
So, remove that obsolete entry and check that the rest of the file is
fine with manually running the update,
