[openstack-dev] [manila] [NEEDACTION] CI changes due to manila tempest tests new repository

Hi all!
Some late info for those not running DevStack gate, my migration took three
additions:

1) add the git checkout command as recommended
2) add "enable_plugin manila-tempest-plugin
https://github.com/openstack/manila-tempest-plugin" to DevStacks local.conf
3) add running the setup.py command as recommended after stack.sh has been
run
