Give that multinode jobs are first class citizen in zuulv3, I'd like to take
some time at the PTG to discuss what would be needed to stop using heat for OVB
and switch to nodepool.

There are a number of reasons to do this, remove te-broker, remove heat
dependency for testing, use common tooling, etc. I believe there is a CI session
for tripelo one day, I was thinking of bringing it up then. Unless there is a
better time.
