[openstack-dev] [Freezer] Reactivate the team

I finished the test migration. You can find the results here[1]. I only
found two lp projects- freezer and freezer-web-ui. If I missed any, please
let me know and I will run the migration script on them.
Play around with it for a few days and let me know if you are interested in
moving forward with the real migration.
