Subject: [openstack-dev] [kolla][vote]Retire kolla-kubernetes project

Since many of the contributors in the kolla-kubernetes project are moved to other things. And there is no active contributor for months.  On the other hand, there is another comparable project, openstack-helm, in the community.  For less confusion and disruptive community resource, I propose to retire the kolla-kubernetes project.
