Hello Doug,

Thanks a lot for the details on unified docs builds for infra side: Your 
links are really helpful
to better point where to implement.

I have first written it as one WIP spec: 
https://review.openstack.org/#/c/509297/
I would like to discuss it in upcoming Docs team IRC meeting and update 
the spec with feedback :)
