Open Stack

Since the transition to zuul3, this error began and prevents the devstack
setup from finishing on Congress gate jobs. I've been working to diagnose
it but so far without success.

Any suggestions and tips much appreciated!

Note: previous to the transition to zuul3, it was already a problem on
python3 devstack setup at gate but never on python2. For example, see
