Open Stack

I have decided to start cycling out old core reviewers
who are not as active with new, more active reviewers.

The first change is

- Eric Larson (elarson)
+ Jens Harbott (frickler)

Unfortunately elarson has moved companies, and frickler has been
consistently providing good, regular reviews.

Please welcome Jens to the team, and if Eric can rejoin us in the
future, we can fast track him back to core.
