Open Stack

Hi, Nova developers.

In nova-specs project, there is an 'openstack-tox-py27' job (in Zuul 
check or Zuul gate).
The job checks whether spec files comply with the template or not, line 
length, etc.
But there are cases that the job is not executed even if a spec file is 
added or modified.

For example, in https://review.openstack.org/#/c/508164/, a spec file 
was added.
But the 'openstack-tox-py27' job was not executed.
So the following error occurs after it has been merged.

* nova-specs: py27 fails "Line limited to a maximum of 79 characters."
   https://bugs.launchpad.net/nova/+bug/1732581

When a spec file is added or modified, the 'openstack-tox-py27' job 
should be executed.
