[openstack-dev] [devstack] etcd3 enabled breaks s390x arch

In the meanwhile I found some more information like [1].
I understood that devstack downloads the binaries from github as distros
don't have the latest version available. But the binaries for s390x are
not yet provided there. I opened a issue to figure out what would need
to be done to get the s390x binary posted as well[2].
If that is not working, we might need to start thinking in a different
direction, e.g.
- enhance devstack build etcd3 from source (for certain architectures)
- check that etcd3 is already installed (we could install it upfront on
our systems)
