We already did that and it doesn't solve this problem because we
didn't add *puppet* to the bindep.  We specifically don't want to do
that because we don't necessarily want the distro provided puppet used
(it may be older than what is supported).

We probably should get that going, but we need to make sure we are
properly doing the modulesync config for all modules (hint: we
aren't).  I ran into issues with the latest version of modulesync and
that also needs to be investigated.
