Yes, Jay is adding this driver for "etcd3://" using the
https://pypi.python.org/pypi/etcd3 library
https://review.openstack.org/#/c/447223/

and i'll followup with a "etcd3+http://" driver using the
https://pypi.python.org/pypi/etcd3gw library
