By way of explanation the reason for this is that once a branch is
no longer supported and gets closed for new changes, we're unable to
update it to keep it runnable such that we can avoid having it break
the "old" side of those upgrade jobs. From a downstream perspective,
it means that we recommend upgrading _before_ the version you're
running reaches EOL rather than after (because we no longer continue
testing the upgrade process from that point on).
