Just an aside, this Perception problems works in our favor sometimes too.
I know in the past some BigCorp contributors have been told to "go work on
OpenStack" and the ambiguity leaves room for creative allocation of
resources. Sometimes the rule-of-thumb is as simple as "if it's hosted on
OpenStack infra you can contribute". I think internally we understand
software in service of the mission isn't strictly limited to projects under
TC governance - but on the outside ... there's a "perception problem" ;)
