I'm happy to help do this if you'd like. Otherwise the script I've used for
the last few retirements is here:
http://git.openstack.org/cgit/openstack-infra/release-tools/tree/eol_branch.sh

I believe the intention was to add some hardening around that script and
automate it. However I think it was put on hold awaiting a new gerrit..
either that or nobody took it up.
