Open Stack

Hi,
At the moment we are the only consuming project. This is blocking us at the moment. How do you suggest moving this forwards?
Could we remove the upper constraints?

    Your review also bumps the minimum version (through a bump to
    global-requirements.txt).  Codesearch didn't find anything using
    vmware-nsxlib in their requirements.txt though.  Any GR update is going
    to have knock-on effects, causing every consuming project to have to
    re-release.  I'd need buy-in from them before I consider allowing the
    gr-update through, though I'm generally fine with the UC update.
