Open Stack

We have two deliverables, monasca-ceilometer and senlin-dashboard, that
have no releases at all this cycle. The deadline for preparing a release
for cycle-with-intermediary projects is tomorrow, 16 Feb.

If those deliverables are going to be considered part of the Ocata
release, please prepare tags for them. If they are not going to be
part of the Ocata release, please delete the relevant metadata file
in openstack/releases.
