It's a upper-constraints.txt bump so I'm fine with granting an exception for that.
Howveer the follow-up patch to bump the minimum on global-requirements.txt is
too disruptive to take.
From my comment on the review:
We can't take this as it would require a re-release of python-muranoclient,
which inturn require a re-release of python-openstackclient which then quickly
blows out:
