The 0b2 tag was applied successfully, and our tools don't make it easy
to move the tag after the fact (there are reasons that's not a good idea
anyway). So we should either tag a new version (0b3) or just leave it
alone and count this as a successful use of milestones to detect
packaging/release issues.
