[openstack-dev] [keystone] rc2 updates

I pushed a new revision of the initial patch [0] and the one proposed to
stable/pike [1] to fix a minor unit test failure. Prior to this patch, I
was able to recreate the issue documented in bug 1702211 [2] after about
70 - 80 consecutive runs. After applying Morgan's patch to a local
devstack install, I hit the failure on test run #213 [3]. I need to
review the fix a bit more, but it appears to mitigates some of the issue
(or at least make it happen less).
