[openstack-dev] [ffe][requirements][monasca][heat][watcher][congress] FFE for python-monascaclient minimum version in g-r

Bumping min version to 1.7.0 would not be a problem for Heat.
There might be a few minutes breaking (to merge
https://review.openstack.org/#/c/490016) but won't affect much.
