I found out. Will send a fix.
The problem was due to fact that I build on three different
architectures and looked into build logs on aarch64 thinking that this
is my x86-64 builder.
Ubuntu is using external repo for mariadb packages and that repo has
packages for x86-64 and ppc64le only.
