[openstack-dev] [all][infra] Upcoming changes to nodepool images

Greetings,

As you have likely seen over the last few days, openstack-infra has slowly
started making some changes to our nodepool images we use for jobs. With the
help of cmurphy, we've started removing the puppet dependency from the images.

For the most part, this should be seamless for your projects how we are finding
some edge cases.  So, if your job starts failing because of a missing package,
you likely need to add said package to your bindep.txt file.

Additionally, we are moving forward again with our virtualenv changes again.
Last time, xenial and centos switched to python3, however if your tox
environments only support a specific version of python you should be sure to set
'basepython=pythonfoo' in your tox.ini. We have fixed the issue, and virtualenvs
should still be python2.
