The likelihood that someone who choose not to do something is going to 
tell you why they choose not to do something via a poll is going to be 
fairly small would be my guess.

I think one would get a much better sense asking people if they voted 
when they see them at summit or other live events and ask them why not 
if they say no. (Given you have first of all qualified the questions as 
allowable for conversation, with the person you are talking to. Voting 
is anonymous on purpose. Also you would have to be clear in your heart 
that you aren't interested in _who_ they voted for, as that information 
is immaterial to them choosing to vote or not, in my opinion.)
