Thanks for raising this question, Gordon.
I hope it is clear from my pushing the goals initiative [2] this
cycle that I want the TC to be a bit more active than it has been
in encouraging project teams to take specific action so the whole
project is moving in common direction. On the other hand, the process
for selecting those goals is intended to incorporate a lot of input
from the community and it could also characterized as "reactive"
to what the community wants. I think that's the balance we want to
have: listen to input, collect information, then clearly set the
direction without over-prescribing the implementation.
