While it struck me as a possible source of "busy work" at first, I
now see that otherwise it can be quite challenging to determine
whether a team doesn't acknowledge a goal because it doesn't apply
to them or because they don't even know about it/didn't check. Maybe
we could be more clear about the "why" behind some of the
expectations with this process rather than focusing entirely on the
"how."
