tap-as-a-service doesn't have any stable branches or releases yet.
taas folks,
given increasing demands (networking-midonet also will depend on it)
i guess it makes sense to create newton branch.
if we don't think it's mature enough, we can call it experimental or
tech-preview or whatever.
how do you think?
