FWIW, that's part of why my original suggestion for the new import
API only had the equivalent of the copy-from feature. Monty made a
good point that doing it that way required users to have some other
service from which they could import the data, so we still have a data
API in glance. Maybe we should revisit that decision after this issue is
resolved.

The point is that this is yet another way in which one of our
projects is different from the others. The Swift team does a lot
of things "the OpenStack way" but not everything. In some cases,
we've special-cased them. In others we've made adjustments to the
common policies. And in others we just have some ongoing tension
while avoiding the hard conversation about what the differences in
project nature that drive the difference in policy really mean.

Based on other messages in this thread, the Designate team has more
work to do to justify a change. The in/out discussion for Zaqar was
quite contentious over similar issues related to following existing
policies as well as the implementation/design. So I'm not sure any
of those are examples where we might answer a different way.
