I've updated https://wiki.openstack.org/wiki/Requirements#Contact (and
also the rest of the wiki page) with newer information
about global-requirements handling. Please if you find issues related
to the global requirements update process in your project
don't hesitate to join the #openstack-requirements IRC channel on
freenode and let us know (pointers to failing jobs or even better, a
root cause analysis are appreciated).
