[openstack-dev] [kolla] Gate precheck job failed due to minimum kernel version on ubuntu 14.04

The reason Kolla works in the gate is it is using the btrfs graph driver.  The AUFS graph driver in the 14.04 kernel is busted.  This is what the precheck is meant to check.  Apparently it needs to also check the graph driver type in use.
