Yeah. It's still technically a repository under the Barbican team. 
Someone from Barbican should propose a governance change to get rid of 
it (or approve someone else's change getting rid of it).

Keeping abandoned repositories in your official list does not reflect 
well on your project team (or OpenStack in general).
