So... openstack/releases is specifically meant to list official OpenStack deliverables. Unofficial projects shall do their releases independently.

You can find information on how to do releases for projects hosted under OpenStack infrastructure here:

Generally it implies pushing a tag and having a -tarball job defined (the job will pick up the tag and upload a source code tarball versioned after the tag name to tarballs.openstack.org).
